This handbook describes the occupancy requirements and procedures governing the HUD-subsidized multifamily housing programs identified in paragraph 1-2. The handbook also addresses the procedures by which households apply for housing and the rights and responsibilities of in-place tenants and property owners. This technical-level guide is intended to be used by the technical resource staff supporting Owners, Management Agents, State Agencies, Industry and Contract Administrators in implementing procedures for submitting automatic transactions/data to TRACS for processing. This guide should also be used in conjunction with the HUD 4350.3 Occupancy Handbook.

The purpose of this guide is to provide an overview of the security components that are necessary for eLOCCS access with a description of how the components work together and how a user may request access. eLOCCS users should be familiar with LOCCS and how it operates under VRS. The eLOCCS menu pages are described in some detail; however, for experienced LOCCS VRS users, the information and navigation in eLOCCS should be readily intuitive. Since 1999, HUD has provided OAs (Owner Agents) and CA's (Contract Administrators) the ability to query the TRACS system through Secure Systems (WASS). These applications can be used to retrieve detailed information and reports about a property’s voucher, tenant, address, and certification information currently stored in TRACS.
