MOR’s May Be Suspended, But Let’s Pretend They Weren’t!

As you may or may not have noticed, nobody from HUD or your Contract Administrator is knocking on your door to perform your annual management occupancy review (MOR).  This past year all of the performance-based contracts went out for re-bid.  Some PBCA’s were happy with the results but most were not.  The eleven PBCA awards that were not contested were because HUD only received one bid for the contract.  Those states included: Iowa, Maine, Minnesota, Montana, New Hampshire, North Dakota, South Dakota, Vermont, Wyoming, Puerto Rico and the U.S. Virgin Islands. 

For the other 42 states where those PBCA awards were contested, HUD put a hold on those awards so the GAO could first reassess the award process.  These states will benefit with a reprieve from the MOR’s.  These states signed 6-month contracts with reduced tasks and reduced administrative fees. In lieu of reduced admin fees HUD has specifically told the states with the 6 month contracts that they are NOT to perform MORs effective October 1st 2011 until March 31st 2012.  Even though MORs have been temporarily suspended, I must say properties must not turn a blind eye to compliance just because HUD isn’t watching the store!  Sure the pressure maybe off but when the MOR’s commence you do not want to find your affordable housing property on the short end of the stick with a lower score.  Now, is the perfect time to take the proactive approach!  Start by taking our MOR Preparation class, where we will give you direction on to how to be best prepared.   Check out our schedule: http://www.ahtcsonline.com/class_schedule.html  What are you doing to prepare for your next MOR?  Let us know!
